[Bureau] Re: note to the CS Bureau

Hi

I am not sure what 'moderation' of debates means?  Can someone clarify? Up 
to now, the problem has certainly not been 'moderation' of Bureau debates, 
but rather how to interest and activate people.  Perhaps that has changed 
from Paris.

There are a number of topics that have to be debated, shared with others, 
and decided upon.  What is the role of the 'moderator'?  Alternatively, it 
might be better if one individual took responsibility to see that each 
specific issue is followed through.

But the first thing is that we have a list of what we have to talk about.

The following relevant questions were raised by Karen Banks in the Plenary, 
directed towards the Bureau.  Maybe we should discuss them.

1. status of 'side-events' during PrepCom III;
2.  status of fellowship grants for PrepCom III;
3.  proposal for official CS participation in Sub-Committee II negotiations 
during PrepCom III (the proposal read by Wolfgang Kleinwachter can be read 
here: http://prepcom.net/wsis/1058537670660)
4.  Orientation days prior to PrepCom III (september 13/14th)

Karen is asking that we share with the Plenary space, reports on the above 
as soon as possible.

I have already added the general issue implied in the above:

5.How do we relate to the Plenary Group and the C&T Group?  We need 
transparency, consultations and regular and timely reporting. We have 
talked a lot about transparency, but this list still does not have an open 
archive, as was agreed at PrepCom 2.

Finally, I also wanted to raise the issue of Chairing the Bureau, and why 
we appear to departed from the regional rotation.  I assume this is in the 
final minutes of 18th, which I look forward to getting very soon.
