Following Angela's e-mail, i want to say that i am really concerned about
this situation. today is the 8ths of october, and the deadline for
aplications for fellowships is supposed to be on the 25th.
I support the idea to inform the plenary about this situation. I am not a
member of the fellowships sub group, but what we agreed was that the
caucuses would have a place in this seleccion, and also CT, and it's true
that its nos easy to find this on this forms.
I have the same doubts as Angela, what are we going to do with this?

Dear Claire and all CSB Members,
I find that this particular link is still sadly lacking from what we had
envisioned for the whole application process. While I recognise that we have
yet to even look at the database and to what extent it allows transparency,
I am concerned too about the criteria for selection that still seems to be
in place despite the work of the sub-working group and the agreement of all
of the CSB. These are stated on the website as:
A.2 Selection process
The WSIS Fellowship Selection Panel will review the nomination forms and
select the fellowship recipients. The families coordinators and the
Regional Caucus make up this panel.
Criteria for the selection process
· The candidate must be accredited
· The candidates must have completed the online application for
fellowship
· The candidates must have faxed the registration form to the Summit
(http://www.itu.int/wsis/geneva/index.html)
· Effective contributions to the drafts of the plan of action or
declaration.
· Priority will be given to candidates from Least Developed Countries
(LDCs) to the maximum of 60% of available funds, candidates from developing
countries and countries in transition will be equally considered to a
maximum of 40% of available funds.
· Active participation in the WSIS process (at the international or
the national level)
· Candidates professional experience and position and their
relevance to the WSIS 1st phase agenda
· Geographical distribution
· Gender balance (women candidates encouraged)
· Diversity of stakeholders, civil society families balance
We agreed that caucuses that have been active in WSIS need to have a role
since they are not represented in the "families" of the CSB. These are for
e.g. human rights, etc. And the "leaders" of these caucuses to be included.
We also agreed that Sally and/or Bill need to be included as part of the
selection committee or at least as observers with full editing rights so
that they can give their comments on candidates who may have played a more
active role under C&T. Yet, there seems to be an overemphasis still on
"families".
The sub-working group had revisited criteria and did not agree to:
1. Effective contributions to the drafts of the plan of action or
declaration. How does the Secretariat expect to measure the effectiveness of
these?
2. Professional experience of the candidate? Why is this necessary as many
active and committed participants are community-based and grassroots
activists?
The website still makes reference to Prepcom 3, does this mean that
fellowships are available for the sessions in November and possibly the one
in Dec just before the Summit?
I for one, am very disappointed with the CSD's attitude to the work that was
done by the sub-working group, and seems to not give due consideration to
what was agreed upon. Since Amir had apprised the whole of CS plenary of
this process and almost gave the promise of transparency and a better
selection process for fellowships, I feel that the sub-working group is
obliged to bring this issue back to CS plenary if the current mechanism is
unsatisfactory. I would like CS Plenary to take note that the CSD has taken
decisions authoritatively and is therefore fully responsible for any
shortcomings of the whole process and the CSB will hold no responsibility. I
do not want any misunderstandings from our various constituencies. We have

I know that Al Alegre is travelling and I will too for at least three weeks.
I am therefore copying this to the Asia list as this is the constituency
that I'm responsible to.
I cannot even fully express how disappointed I am and will consult the Asia
Pacific members on this matter.
To the support staff of the CSD, I do appreciate your work and efforts and
fully recognise these.

page. A mail to accredited organisations will be sent in a few hours.
