They were set up at the same time and have the same people (bureau 
members).  The difference is the former ihas an open archive, and I cannot 
find an open archive for the latter.  Since the Bureau agreed to be 
transparent, we should use the former.

Otherwise, can anyone point me to the archive of the latter?
