Just a comment and suggestion. (I don't know if this was raised as Angela
was the Asia Pacific Family rep on the bureau during the second week when
this issue was discussed , as I sat in our country delegation)..
If CSB members--from LDCs and transition/developing country participants
especially--have slots in the fellowship pool, I will not have a problem
with that. Either Angela or I will apply for that slot.
My comment is this: as with the CSB, key people within the Content & Themes
Working Group (CTWG) should also I think be "reserved" slots in the
fellowship pool, subject to the same restrictions/requirements of donors,
don't you think? As important as we think our work at the CSB is :-). I
think we should also acknowledge that some people from the South who are not
bureau members and who need funding support are just as important (if not
moreso) in furthering Civil Society's agenda during the summit and PrepComs.
It will also seem less self-serving for CSB members (who is after all
involved in the Fellowship Process) if we can also ensure a minimum number
of slots to qualified C&TWG core members. We are supposed to be
"facilitative" of general civil society participation, aren't we? And the
Content & Themes Working group is at the center of many of our interventions
in PrepCom2, 3, and in the coming PrepCom3A and the Summit itself.
My proposal is a certain percentage of slots be also reserved for CTWG, if
there will a similar allocation (and prioritization) for CSB members. We
could even ask Sally (who now also sits in the Bureau meetings) to now think
of a few names who CTWG feels *must* be present. Of course they would also
have to be within the general criteria. But a point is, they themselves
should decide who is most strategic to be granted a fellowship from the
CTWG, not us really.
Will this be a problem for any of us?

I support Olivier's position. I think this was clearly agreed upon in
Geneva. It only creates problems to put CS Bureau members in the same pot as
everybody else. They really need to be listed separately.
