[CS Bureau] Re: about communications to/from the Bureau

Sean, thanks for the background.

I was wrong again... confusing stuff this civil society organization!

I'd wondered if there might have been reasons for keeping one bureau 
list as member only -- the geneva2003 list had been used to 
distribute information that some might consider confidential 
(example, about fellowship applications.) And was occasionally used 
for discussing strategy such as which funder to approach, how to 
approach the the next meeting with the govt. Bureau, etc. Things that 
we might not want in an open archive for all the world to see? But 
that was just me wondering why the list had been closed.

Prefer the openness suggestion. If the Bureau does need to discuss 
confidential matters then deal with that when it happens.

I support the suggestion that we move Bureau discussions to 
<bureau at wsis-cs.org>

But I am already co-moderating the plenary list, would prefer not to 
deal with more spam.
