Dear Louise / Alain / Liliane
It does not matter which list is used as long as:
1) We know who is subscribed to it (is their a list of who is on the
bureau at geneva2003.org list?)
2) It has open archives.
If there is private stuff to be discussed (and there has not been so far)
it can be taken care of in sub-group or whatever.
But you are wrong about why the bureau at wsis-cs.org was set up, if you are
implying it was for 'general exchange of information on issues and meetings
not directly linked with the work of the Bureau and of the
Secretariat'. It was never used in this way - a number of us regularly
used as the list for discussion precisely so that others could view the
archive. It was set up for the reasons you give in the first paragraph
below, because there was such delay in the other list. And as i said, it
was complying with the wishes of the Bureau (which agreed to have
observers) and the CS Plenary.
There is no reason why the "systematic bilingual information" (do you mean
from the Secretariat?) can be provided on the bureau at wsis-cs.org list
too. It is only a list.
The important matter here is about transparency, which is especially
important during this time of transition, when legitimacy inevitably is
open to question.
