[CS Bureau] Information on bureau Focal points

Forgot to mention, the following:
(1) feel free to submit the text in one of the official UN languages
(spanish, english, french, russian or chinese)
(2) that ideally as a minimum , you should include the following:
(a) Full name
(b) email address
(c) country of residence (where you work)
(d) languages understood
(e) Web address where people can find out more about your focal point
constituency (ie. caucus/family/region mailing list, etc..)
(f) Name and contact info of your alternate on the bureau
All these questions are in attempt to bring a bit of order,
consistency, and yes - transparency to the list.
