[CS Bureau] Information on bureau Focal points

Some eons ago :-), the CSD asked all the families to provide basic info
about the families (I think it was care of Paola Cassola, though I am not
100% sure).

This seems a good place to start, but it indeed may be helpful to provide
updated informations
