[CS Bureau] Report from Tunisia

Dear Colleagues,

Please find attached the Report on the Transition Period between phase 1 
and 2, in particular focusing on the informal Tunisia meeting held from 2 
to 3 March 2004. Attachments 2 and 3 provide some additional thought to how 
we might wish to move forward in terms of the lessons to be learned from 
phase 1.

Sections of the report have been assembled by Renate Bloem, Robert Guerra, 
Louise Lassonde and myself.

For the moment, the text is only in English, but will be translated into 
French as soon as possible.
