[CS Bureau] Online Chat - Finding a convenient time...

I'd like to convene an online (IRC) chat for the CSB so that we can
catch-up on items which have arisen since we last meet at the summit in
December.
I would prefer a teleconference call, however i don't know where we'd
get the funding to make it possible. Thus, let's try something easy this
first time - IRC,it's the easiest protocol which requires the least
amount of bandwidth and is available for all operating system platforms.
As for exact programs (clients) to use - i'll work on getting a list
ready the moment we've decided on an exact date.
Suggested dates:
* March 30th - Which would allow for reports from the UN ICT Task force
meeting in NYC (March 24-26)
* April 2nd
As for what time - all depends on who can make it, and what time zone
you are in. Consequently can you let me know how many hours you are
ahead (or behind) of Geneva. I'll try my best to schedule a time that
works for all.
