Dear Tracey

For your records, I have received a personnal invitation, I returned
the registration form by the deadline and I got the feedback that my 
registration has been
accepted.

Instead of everyone that has being invited
posting to the plenary in response to your request,
it would be tentatively better that those invited should
send a mail directly to you, and that you post the final list on the 
plenary,
with those columns
Invited/uninvited     can/cannot go     registration accepted yes/no     
Just a mere and tentative suggestion.

I guess that some uninvited persons like Jean-Louis Fullsack  have
sent their registration request and it would be interesting to know
if their registrations has been accepted.

We are dealing with a non-inclusive process, so we must be very cautious.
There are several scenarios.
A/ This surprising impromptu invitation  is  caused by some
delicate internal difficulties that is encountered in the implementation
mechanisms, in that case we should be gratefull for this invitation, yet
expressing strong reservations about the way it is conducted.

B/  It is a deliberate non-inclusive process to separate the
cognoscenti from the others, in that case, we should condemn this process
with the most extreme vigor.

It could be yet another possiblity.

We are in the complete fog, if there are some Geneva residents on this 
list, I would
kindly beg them to inquire directly in person at the ITU,  and let us  know
what's going on really there.
