Dear Francis, Dear all, 

Bill Drake on the Plenary has explained everything very 
clearly on the issue of recognition of civil society. Please 
read his mail.

1) On the Monday meeting

I understand that Francis, Renate and Jean-Louis will be 
present. Anybody else ? I will not be there.

CAn you coordinate among yourselves to make detailed minutes 
of any comment by governments ?

Could Renate make a statement on behalf of the Civil Society 
Bureau ?

I have transformed the draft letter to Yuri Grin into a 
draft such statement. Please carefully read it, edit and 
correct if needed but I think this should be read aloud, 
given to Yuri Grin and maybe copied to M. Utsumi. 

I also attach the declaration made on February 21st on this 
issue during the PrepCom2 plenary. It contains everything 
that is needed so far. I suggest it be distributed to 
participants for interaction (no idea how many governements 
will be there). Renate, can you please make copies ?

2) Letter to Karklins 

I had prepared a letter the CSB could send to Karklins. I 
sligtly revised it in view of the fact that the invitation 
by Yuri Grin is not addressed to the Bureau. As a matter of 
fact, according to Bill, the ITU WSIS WG Chair is 
inviting "experts" on an individual basis - and not even as 
Civil society representatives.

I understood there is general agreement on the content of 
this letter. Can you all review it, agree or comment on it 
and have it sent on behalf of the Civil society Bureau, 
ideally next week ?

I'm of course open to further consultations on its content 
but I think it is important that we send such a message no 
later than next week. 

This is an important opportunity.
