Dear CS Bureau Members,
Please see the email below by Charles Geiger, and a shortlist of applications for fellowships (attached), which were sent us today by the WSIS Executive Secretariat.
On Wednesday we were informed that the ITU decided that only 10 to 12 fellowships will be provided for CS for PrepCom-3. We mentioned that the way the CSB Secretariat had been informed and with this belated timing, is unsatisfactory, since it had been agreed after PrepCom-2, that the CSB would be informed much longer in advance and would be involved in this process. Therefore, we insisted that the CS Bureau should be associated and involved on the discussion on the fellowships as much as possible at this stage.
Since the CS Bureau is asked by the WSIS ES to propose some recommendations for fellowships, we would suggest the following modus operandi: CS Bureau members are asked to select/tick off 10 applicants on the shortlist submitted by the WSIS ES and to send it back to us. The only restriction we would suggest, based on previous discussions on this topic, is that short-listed bureau members cannot participate in this process. The deadline for sending your recommendations is Tuesday 30 August. The CSB Secretariat will process with the counting of your suggestions in the morning of Wed 31 August (Geneva time), and will send the final recommendations first, to the CSB list, and then to the WSIS ES in the afternoon. Please send your replies to wsis at ngocongo.org.
Please note the following points in your considerations for the recommendations:
· Guiding Criteria provided by the WSIS ES:
. In accordance with the proposal of the WSIS ES (see e-mail below), you are suggested to recommend 5 applicants from LDCs, and 5 applicants from CS structures.
. Please see also the ITU Guidelines for Fellowships, and specifically "Geographical distribution, Gender (women candidates encouraged), Participation in WSIS Geneva 2003, WSIS PrepComs and/or other WSIS preparatory events" (http://www.itu.int/wsis/docs2/pc3/fellowships/guidelines.doc)
· CSB advisory note on WSIS fellowships (PC-2, Feb. 2005):
. The allocation of fellowships should have a weighting in favour of least developed countries (LDC's).
. The allocation should consider the past participation of the applicants, their knowledge of the WSIS content and their roles in the process e.g. as Caucus focal points.
. The allocation should incorporate considerations of gender balance, new participants, indigenous people and people with disabilities.
. The allocation should consider regional balance.

Je vous envoye ci-dessous la liste des demandes de bourses. Nous avons fait un tri au préalable avec, pour la première partie, demande complète (complète c.à.d. signé et tamponné ou lettre d'accompagnement) venant d'un participant d'un LDC dont l'organisation est accredité, pour la deuxième partie demande de personnes de la structure de la société civile de pays en développement. Robert Guerra nous a informé qu'il fera partie de la délégation canadienne au PrepCom-3 et qu'il retire sa demande.
Je vous prie de consulter cette liste avec les membres du Bureau de la société civile et de nous informer du choix du Bureau . Avec les finances actuelles, nous avons malheureusement une situation similaire à celle du PrepCom-2, nous ne pouvons pas dépasser 10 à 12 bourses. J'ai pensé que la moitié (environ 6) pourraient être réservé pour des personnes de la structure, l'autre moitié pour des participants de LDCs de pays en développement.
Je soumettrai votre séléction au SG de l'UIT qui fera le choix en tenant compte de vos propositions. Je vous saurai gré de faire cette consultation pendant les prochains 4-5 jours et de nous donner les résultats si possible vers mercredi ou jeudi de la semaine prochaine.
