in addition to my earlier message, i'd like to suggest that - where
possible - preference be given to fellowship candidates that are:
- Women (as it's always a challenge to bring Women to events).
- from either latin america and/or asia or both. There are two areas
where there was a real lack of participants at the last prepcom.
- from organizations that work on areas that are related to the
information society.
- fluent in more than one of the UN languages. English should be a
minimum requirement. if not, to be honest they will be lost.
- most importantly, a commitment to actively contribute and report on
the proceedings. I say this, as too often candidates are selected who
don't do much - while others who do, have to follow the events in a
virtual way. there is a real need to have reports coming from
participants - those with fellowships should make a commitment to
file periodic reports
