[CS Bureau] Additional funds for CS @ WSIS

I've heard news today that the government of Canada has made a 
financial contribution to the second phase of wsis. part of this 
commitment will include a specific amount for civil society.

The specific details are still to be worked out before more 
information is forthcoming.
