Hello everyone. I drafted this in a CONGO meeting (sorry Renata, but I 
WAS listening and did participate) so forgive any imperfect language.

DRAFT DRAFT DRAFT Orientation Pack  - content ideas (did I say this is 
a draft?)

I am convinced that we need to develop an orientation pack before 
PrepCom 3. The CSB discussed this on 23.2.2005 and all were in 
agreement. Most of us had ideas for content, but we did not have time 
to get into that level of detail.

It seems to me that to operationalise this project, step 1 is to 
develop a proposal that we can ‘sell’ to a funding partner.

Rationale for development of this kit:

Every meeting brings new players who need detailed orientation. The 
tradition is that CONGO organises an orientation on the day before 
meetings begin. While this is helpful, many people arrive after this 
and well into the days of the meeting.

Veteran WSIS delegates will be aware that we are so often asked by 
bewildered new participants how things work. We struggle to deliver 
these briefing adequately because as the meeting gets underway, we are 
constantly on the run.

If we are to advocate for and operationalise the Millennium Development 
Goal of Multi-Stakeholder processes, and indeed to demonstrate 
democratic practice, an orientation kit available throughout the 
meeting is a basic starting point.

Significant gains have been made in terms of civil society 
participation in the UN in the context of WSIS and the kit would have 
an added benefit of documenting these gains as a model for future civil 
society participation.

Content Proposals

In no particular order, and to begin a list of proposed content – here 
are some ideas I have had:

• Contact list and profile of each civil society caucus

• a list of all the web sites associated with WSIS – and a brief 
summation of what can be found on each

• information on how to start a new caucus, including starting a new 
web site for on-line caucus work

• a map of civil society structures (that may be diagrammatic)

• a short text of the work that is done by each of the civil society 
structures, whether or not meetings are open, open to observers or 
other modalities & how caucuses are represented on CS bodies (for 
example on the CSB)

• information on how the overall process works and unfolds in the 
series of meetings leading to the Summit (refer to the NGLS booklet on 
same that could be adapted)

• information about the participation of NGO’s / civil society in UN 
processes including the history (precedent data) of ways this 
participation has been formatted

• analysis and documentation of the progress made to date, in UN 
context, by civil society within WSIS

• protocols on modalities that relate to the way civil society 
interacts with the UN (Monterey, Johannesburg)

• Advice on accessing WSIS papers in advance and developing thoughts 
and written response in advance

• Tips on how to engage and advocate for particular issues – options 
for lobbying / ways to place written opinion and text into the official 
process so they are noted by Governments and the drafting committee

• the Declaration and Action Plan from the first phase of the Summit 
(of course including the CS Declaration)

Kit format

On the format and design of the kit:

Whilst I appreciate that we would all like to produce something quick 
and cheap, I am of the view that we should produce something that has a 
style dignity and the flexibility to contain inserts. I see an A4 
folder that has been designed by a competent graphic artist. It could, 
to save on costs have a tonal approach which means one colour in 
various tones. However, if we are to reproduce the WSIS logo 
faithfully, then we are looking at a full colour production that offers 
many other design options for the graphic artist.

I see our orientation in an A4 booklet with a colour tine cover and 
black and white and grey scale pages.

Other information that is relevant to particular meetings could be 
inserted as black and white pages.

The pack will need to be produced in at least Spanish, French and 
English.

There will need to be a ‘packing process’ before each meeting.

Budget

I can do this but lets first get the content ideas down.
