Dear All --

I have been thinking for some time that these discussions concentrate much
too much on details of process, rather than substance.

Robert Guerra is constantly raising considerations of status.

Sean O'Siochru is constantly challenging everyone else's "legitimacy."

Renate's Bloem's CONGO operation pre-existed the whole WSIS process, so I
reckon she has the organizational authority to recruit according to the
norms of CONGO, without granting vetoes to persons outside her
organization.

In any case, this is of limited interest and importance, compared to the
actual issues we should be addressing.

I'm much more concerned that the process of naming people to the WGIG was
such that not a single person from the world of the media and communication
is involved, except for Aidan White, General Secretary of the International
Federation of Journalists, as a "connector" -- which turns out, as many of
us suspected it would, to be a meaningless function.

We seem to be trying to deal with a summit on communication, without
communicators.

It seems to me that we should worry more about whether the issues are being
addressed, and, if it comes to process, in a democratic manner
representative of how those issues will be affected by the summit's
outcome.
