There's , i think three things that are needed for you to be able to 
participate at the upcoming prepcom:

1.  be with an NGO that's been accredited in the wsis process. If you 
ngo affiliation hasn't changed, then - you are ok.

that is check if your organization is listed in the documents listed here -
http://www.itu.int/wsis/documents/doc_multi.asp?lang=en&id=280|956|1242


2. The NGO in question has to have a designated WSIS focal point. 
They will have - hopefully - received details on how to access the 
online registration system that has been set up.  if they have, then :

* The wsis focal point enters your information by visiting the 
following website:
  http://www.itu.int/cgi-bin/htsh/wsis/auth/wsis05/edrs.registration.prepcom2

(note: This is a process similar to the summit back in Dec.)

3. Once the information has been entered, the online system will 
generate an ID # and a confirmation email. Once you have that - you 
are ALL set.

BUT - if you want to make sure you are in fact registered, well the 
ITU has just added a new link to check :)

On the WSIS PrepCom 2 page - 
http://www.itu.int/wsis/preparatory2/pc2/index.html
There's now a - Pre-registered participants - link. click there to 
see if you name shows up. if it does, then all is complete and are 
all set.
