Dear Bureau SC members

It is our honour to invite you, on behalf of the President of Regional Council
of Dakar, to the Regional Forum dedicated to the preparation of II World Summit
of Cities and Local Authorities on the Information Society (Bilbao Summit 2005)
which will take place in Dakar, Senegal, 13th to 15th of July 2005.

This Forum is of strategic importance for cities and local governments in the
African region as it is to position themselves for the Bilbao Summit.  It will
explore the vision and strategy of the African cities and regions on the
Information Society, and new financing model for scaling up Information and
Communication Technology (ICT) projects will be discussed.

A limited number of keynote speakers will present the issues at stake and
participants will be asked to take an active role in the meetings as their
opinions are essential for developing the African Digital Solidarity Agenda for
the Bilbao Summit.

We would be honoured if you could participate in this Forum.

Please find attached the provisional programme of this three-days Forum along
with a registration form.  We would appreciate it very much if you could advise
us of your availability at your earliest convenience, using this registration
form.  We look forward to meeting you in Dakar.
