[CS Bureau] Official Status of Bureau to Bureau document...?

I've just gone through the ITU/WSIS site and can not find any mention  
of the CSB bureau to bureau document.

This is surprising, as - if i recall well - it had been submitted as  
an official document into the WSIS process. This was done so that it  
would be distributed to all govts...

Does anyone know - why - it doesn't appear anywhere?
