Hello Bureau Members

I apologise for being so quiet on the matter of excluding civil  
society. I guess its to be expected that there are gains and losses  
along the way to better working relations between sectors. I am  
really busy here at Rhodes University (Grahamstown South Africa)  
engaged in planning processes I am leading. I am trying to keep up  
with the reading and from what I can tell there is an agreement  
forming to submit a written response to these developments, with some  
cautions that have come from Renata's conversations with Ambassador  
Karklins.

Will someone draft a response for the Bureau members to sign?
