Clarity requires clear and defined structure,
otherwise manipulations are florishing in the shadow of the undefined.

There is not enough structure with the CT and hence clarity, and
transparency.

The internal CS process of participation to the WGIG derailed because

I accept this, I understand the stress you were under, but
now it is time to establish a structure so that such kind of failure
would not happen again.

There is a need for such a group, but unfortunately not enough people
are involved or have the time
to be involved in this group.

The CSB is much more that dealing with the organisations of the
intervention of the CS and speakers
Procedural issues are very political in nature at the UN, and all the
strategy of the CS may depend
on a procedural choice.
Furthermore the CSB is dealing with procedural issues concerning
inter-group relations within the CS.
I believe, despite many criticisms ( including mine ), sometimes well
deserved, that the CSB has been efficient.

This is the problem. What is the charter of C&T ? what it is the
organisation ?
On the CT list, there was a consensus to get organized.
Noticing this consensus, I proposed the CTB on the plenary.
( I yet to translate it in French... )
I hope that the CTB could be as efficient as the CSB

could exist, but not neccessary. The CTB should take care of the
strategy concerning content,
whereas the CSB should take of the strategy concerning procedures.
Considering your concern about too many layers, this "Strategy group"
should be the first to be trimmed.

The WGWM was endorsed by a decision of the CSB in Capetown, delegating a
task that the CSB could have care of, but did
