[Working Methods] Re: [CS Bureau] Speakers and Format of Tunis Summit

Salut Francis,

I am skeptical about adding yet another layer of organization to our 
already bulging list of structures, frankly.  What is lacking is not 
yet another structure, but more clarity in our current structures and 
their operations.  Hence the need for the Working Methods Working 
Group.

I am unclear on the context of the quotation below, who posted it, and 
about what particular subject, so perhaps what I am saying is out of 
context. But in general, as I understand it, our structures as they 
relate to CS statements are as follows:

	CS Bureau: responsible for negotiating with government bureau 
regarding our ability to intervene during plenaries, informals, 
roundtables, etc. including number of speakers, speaking times, 
submitting names and texts, etc.  Does not decide on content issues.

	Content and Themes: works with relevant caucuses and interested 
organizations to sort out who will speak and discusses the content of 
the statement.

	The Strategy Group: This group has not functioned in the past months, 
so some have been discussing its future role.  But generally this was a 
sub-group of Content and Themes and served to promote discussion of 
some of the larger strategic questions of how we are impacting the 
process and what we should do next.

	Working Methods Working Group: Serves to try and suggest better ways 
of working and structures for all of our civil society bodies, 
including the above mentioned groups.  We have on our agenda Content 
and Themes and the bureau charter, so yeah, we are planning to discuss 
the issues your raised.
