[CS Bureau] Working Space for Civil Society at the Kram Center

I agree with and support Adam's request for the IG caucus to have use  
of an office during the time IG texts are being negotiated. This  
period should include not only the dates of the resumed prepcom, but  
also dates during the summit. That is, of course if IG discussions  
take place during the summit proper (which is likely to be the case)
