En ce qui concerne le Caucus Africain, je crois que nous sommes interpellés et devons prendre notre responsabilité.

Il a été décidé et mis en place une équipe devant préparer notre participation au Sommet de Tunis.
Cette équipe est composée de:
- Béchir Khalfallah
- Delphine Nana 
- Cissé Kane

il n'est pas question de changer de règle de jeu.Olivier peut être informé  mais il n'est pas impliqué et ne doit pas être impliqué dans cette équipe ni assumer une quelconque responsablité.Nous sommes fatigués de ce désordre organisé et intelligemment géré et qui fait notre honte.

La seule personne qui est appelée à distribuer les overpasses est Delphine.

Nous serons à Tunis et cela nous permettra de remettre la pendule à l'heure.

Il n'est pas question de confier cette responsabilite à Olivier.Non c'est NON.

Vous vous souviendrez peut-être que nous nous sommes rencontrés (tous les jours) lors du resumed prepcom (24-28 octobre 2005 au Palais des Nations) durant les briefings à la société civile faits par le président Karklins. Vous m'avez même fait copie de quelques unes de vos notes durant cette semaine-là

Je viens confirmer qu'une structure légère a été créée par le caucus africain lors du Prepcom III pour faciliter la préparation de ce Caucus en vue du Sommet de Tunis. La structure légère mise sur pied est composée comme vous l'a précisé Delphine de :
- Béchir Khalfallah
- Delphine Nana 
- Cissé Kane

Cette structure est donc l'interlocutrice habilitée pour toute question logistique concernant le sommet et impliquant le caucus africain. Nous nous tenons donc à votre disposition pour toute question .

Delphine Nana est donc la bonne personne pour demander les passes et pour être le répondant au nom de la société civile africaine concernant cette question.

Etant moi-même à Genève, je reste à votre disposition pour toute question pratique.

1/  A titre de rappel,  Je suis le Point Focal ou la Représentante de la Famille Africaine élue démocratiquement lors de la Seconde Conference Africaine Préparatoire au Sommet de Tunis qui a eu lieu en Février 2005 au Ghana. Ma passasation de service a eu lieu à la même Occasion en présence de Renata, Viola et Ramin venus  au Ghana. Cela étant, c'est à ce titre que j'ai  fais la demande des overpass pour la famille africaine  

 De ce qui précède, de quelle confirmation s'agit-il ? 

2/  Lors du Prepcom III, en Septembre 2005 à Genève, le Caucus Africain présidé par Monsieur Béchir KHALFALLAH  et qui avait pour Rapporteur Monsieur Cissé KANE, avait  pris des résolutions fortes parmi lesquelles, la mise sur pied  d'une équipe pour assurer  les préparatifs, jusqu'à Tunis. J'aurais souhaité  qu'il  soit donné un peu du respect à ce noble travail qui a été effectué par les Africains présents ou non à Genève lors de ce Prepcom III, et ceci, en impliquant cette équipe  aux préparatifs logistiques, puisque c'est de cela qu'il s'agit maintenant.

Excuse moi, mon souci est que tout se passe dans la transparence, la légalité et en toute démocratie.. Raison pour laquelle, je suis obligée de faire suivre tous les messages auprès de l'ensemble  de toute la Société Civile Africaine

We received the request for overpasses for your Caucus/WG/Family from Delphine. We need a couple of information to make sure that the distribution process will run well within your CS grouping.

1)       Please confirm the name of the focal point for overpasses (Delphine Nana, delynana2002 at yahoo.fr ) or indicate who will deal with the distribution of overpasses in Tunis (name and e-mail address).

2)       Confirm if you will only make use of the on-line registration system (www.privaterra.org/~rguerra/wsis). If not, let us know the process you would use for collecting requests, and duly inform the members of and participants of your caucus and the CS Plenary list. 

3)       For better transparency, you will be asked to forward the CSB Secretariat the list of members who will initially be attributed an overpass, with the remaining names of requests you received in a queuing list (for Plenary meetings and for the High Level Panel) before the actual distribution of these overpasses.

4)       Overpasses will only be delivered to the focal point for overpasses of your caucus at the Kram center (Civil Society Info Desk). You will receive additional information in due time.

Dear CSB members and Caucus/WG/Family focal points, 

As you know, the Civil Society Bureau was asked by the WSIS ES to ensure the repartition and the distribution of overpasses when space limitation occurs in some meeting rooms.

Please find attached the guidelines for the distribution of overpasses in Tunis (WSIS Plenary meetings and High Level Panel). 

In this document, you will find the number of overpasses attributed to each caucus, working group or family for the High Level Panel (1 overpass per CS grouping) and for the official Plenary meetings (16-18 November, various number of overpasses). You will also find the guidelines for their distribution.

Such as in Geneva, overpasses will not be nominative and will therefore be transferable. 

In addition to the overpasses to be distributed by the CSB, note that the WSIS ES decided to reserve 75 overpasses for the representatives of civil society organisations from the Host Country to be distributed in a separate process. Therefore, Plenary overpasses should be attributed in priority to representatives of non-Tunisian CS entities. 

As decided by the CS Bureau, it is up to each CS thematic or regional grouping to decide how to distribute the allocated overpasses among its members. 

The role of this focal point will be to:

• receive the overpasses requests from its members. For this purpose, the CSB has established a central on-line overpass request system for Plenary overpasses available for all caucuses/WG/families in the attached guidelines (www.privaterra.org/~rguerra/wsis). The lists of requests will be electronically compiled for each caucus and we will send it to you in advance (date to be confirmed). However, the focal point will have the flexibility to use its own list of requests PROVIDED THAT HE DULY INFORMS THE CSB SECRETARIAT and communicate it to its members and ideally to the CS Plenary, and makes known the other process.

• compile a list of members who will initially be attributed an overpass for both Plenary meetings and for the High Level Panel and forward it for information and transparency to the CS Bureau Secretariat before the material distribution of overpasses (wsis at ngocongo.org) and ideally to the CS Plenary. All the remaining requesters shall be placed in a queuing list.

Lastly, we were informed by Charles Geiger that the WSIS ES would like to deliver the overpasses in exchange with a distribution policy document for the plenary overpass. This is why we need you to send us the process you would choose within your caucus.

I will come back to CS groupings coordinators individually within the next few hours with personalised information to confirm their role of coordinator. The CS Plenary list will be informed as soon as the online registration tool is fully operational.
