[CS Bureau] Working Space for Civil Society at the Kram Center

I saw this tactic deployed at PrepCom 3 where the IG caucus ended up with a 
fine room, and no one else had anything!   We looked on in envy.

Seriously, I have no problem with this, but is there a way that ad hoc 
needs can be catered for? I am sure the IG Caucus will be generous in 
others using it occasionally

Otherwise, how many offices are there?  I think I read 'several' .  Is this 
three?  Should we leave one that is available for use on an ad-hoc basis, 
no more than an hour at a time, or something?  A lot of needs that arise 
just come out of the blue.
