[CS Bureau] Working Space for Civil Society at the Kram Center

If the room's not in use then it would be CS 
space (if there's a free desk or power outlet, 
then people should use those, caucus won't be 
claiming ownership!) Two things: experience tells 
us we'll need space to work on text, the 
sub-committee meetings in Geneva got quite hectic 
and people were drafting very steadily over the 
final few days.  We don't know our way around the 
Kram center, people will be arriving on odd days, 
just knowing where to go to for an update on 
Internet governance, to submit some text, etc. 
would I think be helpful for everyone.

This is for the prepcom, not Summit.  If 
discussions continue into the Summit as Robert 
suggests they might, then we might need to 
renegotiate.  But we'll know our way around by 
then so i think not so pressing.
