[CS Bureau] Resumed PrepCom-3 in Tunis - Sub-Committees A and B

Thanks Philippe,

I want to know more about the speaking time as I believe is absolutly
important for us to speak in the very first day of the resumed prepcom3
in both tracks, given the persistent obstacules to agree the final
document. It is particularly important for gender related issues that
was reopened and placed in brackets by russian federation.
