[CS Bureau] Hopefully final note on Networking at the CS space

Hello,

At last, we have a wired network not ideal,
but workable.

For some reasons , probably because we are just
nearby the ITU offices,  the CS space is
 not on the public network, the same as the WiFi.
but on a subnet of the ITU office.
I have requested that the subnet we are currently
be changed, and this has been confirmed to me and ITU
at least 3 times but to no avail.
ITU network specialists are going nuts here,
because of the cabling mess.
So I guess we have rather to stick with the network
we got.
This whole ITU subnet
196.203.134.x
is currently filtered allowing only http & ssh
( not pop3 ).
I am really tired to fight this mess since Nov 11,
at last, now I have obtained from ITU that
the pop3 (port 110) be
unfiltered for
the whole subnet,
To send mail out,  the smtp server is
196.203.134.70
So this should work for most current usages.

In addition, concerning static routable addresses
that you may need to be contacted from the outside
( local server, videoconference, etc... )
ten addresses that are
totally unfiltered ( I checked it ) have been allocated to CS.
You must configure manually yourself,  here is the setup
( please check with CONGO before taking one
static address, because if
some has already took it, it is not going to work ! )

  fixed-address 196.203.132.240-250
  subnet-mask 255.255.254.0;
  gateway 196.203.132.1;
nameserver 193.95.66.11
nameserver 196.203.134.70
nameserver 193.95.67.20

I already took  240 and 241.
The next ones that are avaible shall be 242
up to 250
