[CS Bureau] Accomodation for CSB members in Tunis

I am not quite sure where i'll be staying in Tunis, at least not yet.

I would be keen to stay with the Bureau, providing two conditions:

1.  No reservation fee be paid. The centralized booking service is  
requiring people to pay a registration/booking fee in advance. I  
can't pay this at the moment, and would think that others from the  
bureau are in the same situation.

2. I reserve the right to change my accommodation. I mention this, as  
there is a possibility that,  I will be again be invited to join the  
official Canadian Govt delegation as an NGO/Civil society advisor.

While it is convenient to have the CSB all "together", there are  
definitely a great deal of issues that we open ourselves to by not  
only being in the same place, but also following the advice of COSMI.  
I will state the obvious, following this course of action will no  
doubt lead to the movements of the CSB being tightly controlled as  
well as place us under constant  surveillance. With that being said,  
the CSB can make whatever decision it chooses.
