Francis and all,
The message Philippe sent had nothing to do with Karklins commitment to
inform/interact before and after the sessions in Geneva of the "Negotiating
Intergovernmental WG", but rather with expectations of CS to have a full
fledged PrepCom3 in Tunis. Space of the venue could make it necessary to
limit both governmental and CS participation. Therefore the idea of
overpasses was introduced, and a procedure would need to be developed by the
CSB for CS. (But we do not know at this time about the venue, it might be
large enough to accommodate active participants, but definitely not 15.000
so far registered participants)
Concerning Francis mentioned "input" into the Geneva negotiation round,
Karklins was quite clear, not to receive new ideas, but rather find language
for consensus and de-bracketing.

I hope that besides this "official message", Karklins is keeping
his words about he told to Bertrand concerning :
"an interactive session with CS every morning for about 45 minutes (from
9:15 to 10:00) to get input. That is : the session would not only be
about him reporting to CS but a real interactive session."
I don't know if if is a strategy from Karklins to avoid to mention
officially those informal interactive sessions that he may decide on his
own ( after all, it is his own right, and
are going to come
only Governement representatives that wish to come )
I suggest that our CSB liaison officers in Geneva, Renate and Viola,
should fight vigorously for those sessions to be maintained, whatever
their status.

PS : We might give non-contributions to a non-meeting, this is becoming
more and more Kafka-style..
PS: PS I already bought, before it become unavailable a low cost ( non
reimbursable ) train ticket. Unfortunately, I could not pay for them
with non-money...
