[CS Bureau] new CSB website

As a response to requests during PrepCom-3 for greater transparency, we have
set up a website at www.csbureau.org <http://www.csbureau.org/> . At the new
site you will find information about the CSB, minutes from CSB meetings as
well as updated information about the activities of the CSB Secretariat in
preparation for the Summit.
