[CS Bureau] Information about overpasses in Tunis (HLP and Plenary meetings)

As i mentioned earlier -  i've never heard of them.

These are the general questions that should be asked related to  
groups and/or other structures seeking to obtain an overpass:


- When did they come into existence ?
- where is their web page and/or mailing list ?
- What has their involvement been at WSIS ?
- What has been their involvement in the information society ?
- Have they made any interventions (written or spoken) at any of the  
WSIS plenaries and/or sub-committes
- Have they held any meetings ?
- Do they consider themselves a caucus, working group or regional  
entity ?
- What language do they operate in - Français, Español , English,  
Arabic or Chinese ?
- What accredited organizations make up the group ?
