[CS Bureau] Was there a a change in the CS political focal points at the Prepcom?

In reading the documents below I notice that Geiger sent the note to  
Renate and Ramin.

Aren't "official" communications supposed to go to our "political  
heads" - ie. Renate and Viola...?

Was there a  a change in the CS political focal points at the  
Prepcom? I might have missed it. Please advise..
