[CS Bureau] Re: Up date on ITU fellowships

As for LAC, in - no - particular order let me go over some of the  
names I wrote to you about. These are people I either know  
personally, or have contacted me (numerous, numerous times) in  
regards to this fellowship.


- Katitza Rodriguez (Peru). Member of the following caucuses: Human  
Rights, Privacy & Security, Governance, LAC. Expertise : Free  
Software, Intellectual property, Open Source, Privacy
Attended WSIS Summit, and very active in information society issues  
in LAC. RECOMMEND

- Pedro Mendizabal (Peru). Member of the following caucuses: Human  
Rights, Privacy & Security, Governance, LAC. Expertise : Free  
Software, Intellectual property, Open Source, Privacy.  very active  
in information society issues in LAC. RECOMMEND

These two have written me, many, many times. They have sent me all  
sorts of information, including bios, cv's, list of activities they  
do, etc. They seem very eager to be able to attend the summit. They  
are involved in one, perhaps two parallel events @ summit. The  
fellowship would be the only way they could get to Tunis

Note: Pedro & Katitza are fellow CPSR colleagues of mine. That likely  
explains why they have expressed to me an eagerness and great  
interest to attend.

- Olinca Marino (Mexico) - is , if I am not mistaken, still the   
focal point on Bureau for LAC. We haven't seen her as much in Phase  
2. Nonetheless, she still tries to participate virtually -  RECOMMEND

- Valeria Bethancourt (Ecuador), Not focal point, not family chair -  
but active in LAC. RECOMMEND

- Nestor Busso (Argentina) -  Has attended many, if not all WSIS  
events (prepcoms & summit). Memer of Media Caucus, LAC. RECOMMEND

Note: There are several other persons , quite active from LAC,  who I  
don't think have applied.  The following names come to mind:

Carlos Afonso (RITS/Brazil)
Magaly Pazello  (DAWN/Brazil)
Pablo Acosto (Uruguay)
Paulo Lima (RITS/Brazil)

They might be interested in funding, that is  - IF - they don't have  
any already and are eligible for funding...


In summary :

- The listing above, to be clear are my "personal  recommendations"   
of people from  LAC, that I know about. They have a long standing  
involvement @ WSIS. As i mentioned earlier, due to long standing  
issues and conflicts inside the LAC caucus - there is no clear  
structure, no alternates, thus difficult to co-ordinate activities.

- If i am not mistaken, there have several others from LAC that have  
also expressed an interest in obtaining a fellowship. They may be  
active in information society issues, however have little involvement  
with the existing civil society structures and families.

One person comes to mind, Erick Iriarte from Peru. He is  keen to  
come to the summit.  I, in my personal role, as someone NOT from  
lac , WOULD NOT recommend Erick. The others i've mentioned have been  
far more involved. Thought he might make a good case for himself, in  
my opinion, others have been far more active players inside -  
existing - CS families and working groups.
