[CS Bureau] Information about overpasses in Tunis (HLP and Plenary meetings)

Hello All
I have received the email about overpasses. Here are my brief
thoughts. For me this is a not a big issue compared to what I am busy
with in Mongolia.
1. The Media caucus request stands for High level and plenary passes.
2. The host country should be treated in the same way the host
country CS bodies were in phase 1.
3. Priority should go to caucus's and working groups (and groups by
any other name like Family) who have been active in the process. The
Orientation Kit is a good guide here. It lists the active ones to
PrepCom 3 of Phase 2.
4. I hope that we can end up with a public list of allocated passes
(noting the group and the number) and the name of the person
responsible for distribution. This may not mean they will personally
hand them out but that they are responsible for the caucus
distribution process.
5. I agree that the African caucus should get a second pass due to
their size. Unless other groups are this large then I don't think we
can equitably allocate second passes. If there is any squabbling
about the African caucus extra one then I would simply stick to one
per group and return the others. The squabbling is just too time
consuming. No group is more important than others.
We must avoid the mess that this caused in the first Summit. There
was no real system and the result was a domino effect of squabbles.
We should also remember that most people only want to go to the
opening. Last time I had such an angry working group convenor
shouting at me that I gave him my pass and watched the opening in the
bar. I think I know who had more fun ;-)
