[CS Bureau] Very last minute fellowship opportunity for CS participants from the ITU

  a few quick comments:

1. Beatriz - I have been in touch with several of her collegues -  
Georg Greva, Fede , Stallman and Beatriz herself. I advised them  
quickly of the fellowship opportunity. No one, other than Georg  
seemed interested to apply. he , unfortunately can't - as he's from  
Germany.

2. YJ - is from Korea, not a developing country, as such can't apply  
either. She hasn't submitted a form either...
