[CS Bureau] Updated Overpass Page - please review

I of course commisserate with you on the overpass issue--I also was involved in
the distribution of the Geneva Summit overpasses, where we just had a system
with simple guidelines appropriate for a regional body (e.g., geographical
spread between countries, priority to active members of CS structures, etc.),
but it was still a pain. (As I mentioned before, one overzealous Asian even went
to my hotel room in Geneva at a very late hour asking for more passes :-(...)

So thanks for your tireless efforts to have some sort of transparent system....

I thought I had emailed my intial comments but since it does not appear on the
list, maybe it was not sent.
So here they are:

1. Maybe good to have a declaratory statement before ticking of the CS
structures ("I have been active in the following CS structures/families/working
groups"). Jsut to establish a crucial prerequisite I feel.

2. How to determine pass allocation for people with "multiple affiliations";
i.e., for those checking more than one box, what structure will s/he request
his/her overpass from?

3. Maybe add contact information in Tunis (and inclusive dates of attendance?)
in case it is needed

Not sure if any of this will come to pass Robert, but I do commend you on your
determination :-)
