Dear all,
You are right indeed. I did not notice that before.
I discussed about it with Moncef and Charles, and asked why they did not
follow the recommendation of the Bureau.
I was answered that they of course had considered our recommendation, as
well as the level of participation of those two applicants in the WSIS
process, which was equivalent. They based their decision on the size of the
size of those two organizations, and considered that Oneworld International
Foundation has much more funding than Media Institute of Southern Africa.
They thought that this latest organisation would more greatly need funding
to participate in WSIS PrepCom-3.
This is why they decided to select Mr. Kabange for a fellowship.
