[CS Bureau] RE: Sommet Mondial Overpasses for High-level Panel

Hello

On the two kinds of overpasses:

I am of the view that we need to know the number of overpasses for  
the overall event as well as for the 'high level panel event' which  
is 40.

I am very sure that civil society can and must develop its own plan  
for the overpasses distribution.

This will need to be based on some ground rules - like equal  
representation at regional and caucus level - no matter the size of  
the caucus. I am thinking of the media caucus as an example - it has  
swelled to sixty people but I am not of the view that a proportional  
system would be the right solution here. Another ground rule would be  
a commitment to efficient decision making and people letting go of  
the need to speak when their point has already been made. I am  
willing to draft these before Prepcom and make them simple and fair.

In plenary the CSB could propose some ground rules / criteria to  
start the discussion, but plenary must decide. I believe this can be  
done.

Can CSB people please respond to this plan? We need to let Renata  
know our view - and hear hers!

If there is agreement that we take responsibility then I believe we  
need until Day 3 of the PrepCom to come up with our list of names.

There will be a number of matters to deal with early on so we will  
need to develop and agenda so we can manage them. Among the important  
early questions will be to decide what outcomes CS wants - a joint  
statement etc. We would need to plan work processes accordingly.

I will put further thought into this when I can, soon.
