I do not remember very well but I believe this was the text that was 
intially proposed and
not the final one.
I did not agree with the initial text, both in content and tone, and I 
proposed another text
( that I wrote during the pizza break )
that was focused onlyon the problem that the  HR was not part
of the CSB and included a renewed offer to the HR caucus to be part of 
the CSB.
My proposal was not accepted, but some of my remarks were nevertheless
taken into account.  I did not check the final written version though
after the meeting ended. We were all very tired.
It sesms that this version does not reflect my remarks, since I remember
very well among other things that I asled the word "prerogative" be
changed and it was agreed
to be changed to "right".
