[CS Bureau] official launch of charters

Dear Colleagues,

We are already a week and a half into PrepCom 3. Both the CSB and CSP 
charters or documents were supposed to get adopted during PrepCom 2 
already. 

Rather than dragging things out longer, I strongly recommend that we 
officially adopt these documents today. If need be, they can always be 
amended at a later stage.

Nous voilà déjà au milieu de la deuxième semaine de PrepCom 3. Au 
moment du PrepCom 2 déjà il a été question de finaliser et 
d'officialiser les deux chartes (documents liés à la procédure) du CSB 
et de la CSP. 

Plutôt que de retarder davantage, je recommande fortement de lancer 
officiellement ces documents aujourd'hui. Si nous ressentons le besoin, 
par la suite, de les modifier, nous pouvons toujours le faire, mais il 
est important qu'ils soient lancés maintenant.
