Some points must be clarified.

1/ The IGF nomination process was an internal process within the
IG caucus.  It is only that and *nothing more*.
There was no global consensus on this process.
For example, the FreeW3 coalition (http://freeW3.org) has been
 more concerned about questions of substance
and has presented it own set nominations/endorsements
within this perspective.

2/ Who is going to be in charge of the selection process ?
Since it is an overall CS process and a procedural issue,
I would agree that the CSB, and its executive secretariat
has to organize the process. But... but this would have
to be asked first to the CSB members, and then
to the plenary.
Otherwise, it is feared that the CSB
executive secretariat would receive a lot
of criticisms for taking this initiative.

3/ It should be the task of the working group on
working methods ( if it still active or the CSB
itself if not )  to think about the selection process, and
in particular, to look into the compatibility of being
a consultant of an official UN body,
 and being part of a NomCom or being
selected by that NomCom.
A minimal of transparency should be enforced :
what are the mlssion of the consultants, and
the amount of money being received.

It is feared that there would not enough time
to reach a consensus on the ways to "select" people,
either directly or indirectly,
possibly setting up a NomCom  at the scale of the whole Civil
Society and not just in a specific group.

3/ WG and families may submit nominations that are not
individual self-nominations.
UN DESA has not required that we setup a nomination
process at the scale of the whole civil society, but just being
nominated by "constituencieS" instead of individual
self-nomination, there allowing nominations
by long established WG and Families.

What is the deadline for those nominations the 10 or 19 may ?

4/ to be sure, some people might not want to wait and take any risk
and would submit names on May 10 before May 19.
In this case, the NomCom, if it has been created in time,
 would give simply an
addtional endorsement.

Therefore I would recommend caution.

The course of action that I would suggest is the following :

Now, in preparation for the next nomination processes
( whatever they are going to be )
 a) ask the CSB members to agree that the CSB executive
secretariat  could organize a selection process
 b) ask the plenary to request the WGWM  to present
a scheme that could receive a consensus
 c)  this scheme prepared by the WGWM is sent before
the CSB for observations and comments, as well as to
each long established WG and families for comments,
and then after a reasonnable time,
be sent back to the WGWM for a final proposal.

d) the final WGWM  proposal is sent before the plenary for
approval.

c) the plenary confirm the CSB to organize
the next nomination process. as agreed.

There are going to be many  more commitees
being formed for the various action lines,
the next IGF meetings, etc...
so it is worthwhile
to spend some time to define a legitimate and honest process.

For the Global Alliance, I believe we are simply out of time,
and the CSB secretariat might end unwillingly,
into the same excesses and non-transparencies
that have prevailed for the WGIG and the IGF.
