Ce sera un grand plaisir de te revoir, nous avons
tous, encore beaucoup de chemin à faire ensemble.
  Merci de relever tous ces aspects  qui constituent un frein

J'espère vivement que tu pourras venir malgré les difficultés de 
financement, qui existent partout, m^eme chez les pauvres des pays riches.
Il n'y a plus de financement pour les membres du bureau provenant
des LDCs ou de pays lointains ( ex Corée ) comme pendant la phase
des sommets,  on est en phase de suivi et mise en oeuvre :
plus rien, ce ne vas pas du tout.

On s'est endormi, un REVEIL est nécessaire.

Il faudrait commencer à se remuer un peu concernant le financement pour 
les membres de la CS, avec priorité pour les membres
du Bureau, et les coordinateurs de groupes reconnus, et
  sur plusieurs fronts.
1/ financement européen, je viens d'envoyer un courriel à l'ambassadeur
de Finlande pour lui remémorer ses promesses.
2/ financement ITU, il faudrait lors de la réunion CS / ITU qu'on mette
cette question à l'ordre du jour.
3/ financement Société Civile.
Il faut que la famille "Institutions Philanthropiques" soit re-organisée
dans sa représentation et sa composition.
Il faut que le seule grande fondation américaine qui a participé au SMSI
  ( sur mon incitation d'ailleurs )
the William and Flora Hewlett Foundation devienne un des membres du CSB,
pour la famille Fondation. Ils sont a priori d'accord.
  Par contre n'attendez aucun financement de la Fondation Hewlett pour 
les déplacements: ils financement exclusivement du e-learning et
  au niveau du contenu.
  Celà cependant crédibilisera sérieusement le Bureau et la SC du SMSI 
pour que d'autres fondations milliardaires s'intéressent au SMSI.
  Concernant une autre fondation, qui devrait (suggestion) siéger au 
CSB, je pense à la fondation Charles Leopold Mayer ( http://www.fph.ch ) 
qui s'est intéréssé au SMSI, puisqu'elle a financé WSIS-OnLine
( http://wsis-online.net ) gr^ace au talent de Bertrand.
Est-ce que Bertrand ( encore sur cette liste ) pourrait les contacter, 
pour savoir s'ils seraient intéressé ?

La fondation Boel a été aussi très active, mais en tant lobbyiste,
pas en tant que dispensateur de fonds, mais c'est une fondation
à considérer aussi.

Parlant de WSIS-OnLine, voilà un exemple de site (magnifique) de la SC
( avec un logiciel GPL ?),
payé par une fondation, que le bureau devrait songer à utiliser
( je pense que Bertrand sera d'accord ).
On devrait l'utiliser pour le cluster de Mai et pour l'IGF
de RIO.
Les outils en ligne pour Athènes étaient pas térribles et bugués.

Donc le Bureau devrait suggérer à l'UNCTAD qui fait office
en de coordinateur, en tant qu'unité de travail du CSTD, l'IUT,
et peut ^etre l'UNESCO d'utiliser WSIS-OnLine pour le cluster de Mai.

Le bureau devrait aussi suggérer à l'IGF et au Brésil d'utiliser
WSIS-OnLine. je peux explorer cette question avec la délégation
du Brésil.  Bertrand peut aussi y mettre du sien...

Voilà il faut refléchir ensemble !

On s'apercoit qu'une partie de la société civile bien financée
ne s'occupe plus que de la gouvernance de l'Internet,

Il faut donc relancer un processus inclusif concernant le développement,
avec des moyens financiers en conséquence.

On peut dire que cette partie de la SC s'est fondue dans la "communauté 
internet" qui est devenue de facto une quatrieme composante, aux cotés 
des gouvernements, du business, et de la société civile "traditionnelle".
Le MAG incarne, en sa composition, en quelque sorte un "Internet 
Community Bureau", qu'il faudrait songer peut ^etre à reconna^itre en 
tant que tel, et à intégrer dans une dynamique procédurale inclusive 
composée de quatres bureaux.

Il faudrait aussi réunir au moins deux plénières, à la fin
de chaque semaine.
