two lists, I can answer. After much delay in setting up a bureau list,
the Secretariat and the Bureau members each set one up almost on the same
day. They were both intended as the main list and there is no difference
between their uses.<BR><BR>However, one followed the request of the CS plenary
to have an open archive <bureau@wsis-cs.org>, in line with the Bureau
policy to be fully open to observers (that is still policy, as far as I
know). The other <bureau@geneva2003.org> was set up by the
Secretariat and does not have an open archive - or I could never find one
(though for no bad reason - I think it was just logistical) <BR><BR>Given that
the secretariat is also in flux now, but also the need for transparency, <B>I
strongly support a full move to the bureau@wsis-cs.org list </B>and closing
the other one. Its name is anyhow out of date! <B> </B>I do not
think a separate list is required to inform Plenary etc. of Bureau meetings,
but rather a regular or occasional report (who???), a liaison person who will
point to major developments and remind people of the Archive adress now and
again. <BR><BR>For a time I understood that John Gaigan was moderator of
the <bureau@wsis-cs.org> list (purely administrative, not content) but
he told me recently he is not. I get notices of all the posting but I
have not got the password. <BR><BR><B>So we need a volunteer for this
moderation</B> (it should take up no time at all). Karen Banks can then
arrange for the password since the list is hosted at Greennet. <B>The first
job will be to make sure that all bureau members are correctly up to date on
it </B>- there may have been some changes.<BR><BR>I think that's

caucus about how to find out what's going on in the Bureau. Could we please
