The CSB in it's meeting in Cape Town (Dec 05), as well as PrepCom 2 (Feb 05) specifically stated that CSB wanted to be involved in the fellowship process. The WSIS ES is involving us, and that is good.</FONT></DIV><DIV><FONT class="Apple-style-span" color="#0000DD"><BR class="khtml-block-placeholder"></FONT></DIV><DIV><FONT class="Apple-style-span" color="#0000DD">At the meetings as well, the issue of self dealing was also mentioned. The CSB make a very wise policy statement at that point that specifically stated that those on the CSB who are requesting fellowships COULD NOT be involved in the selection process. Advice and/or comments could only be given by those who HAVE NOT requested a fellowship.</FONT></DIV><DIV><FONT class="Apple-style-span" color="#0000DD"><BR class="khtml-block-placeholder"></FONT></DIV><DIV><FONT class="Apple-style-span" color="#0000DD">Consequently, I would INSIST that the numerous CSB members who have requested fellowships REMOVE themselves from the selection process. Input and comment on NON-CSB members could be given, but not on themselves.</FONT></DIV><DIV><FONT class="Apple-style-span" color="#0000DD"><BR class="khtml-block-placeholder"></FONT></DIV><DIV><FONT class="Apple-style-span" color="#0000DD">There was a very passionate discussion at the time about this, and this decision should be respected. </FONT></DIV><DIV><FONT class="Apple-style-span" color="#0000DD"><BR class="khtml-block-placeholder"></FONT></DIV><DIV><FONT class="Apple-style-span" color="#0000DD">2. Recent comments both on the CSB , Plenary and governance list have raised the issue of fellowships - specifically the priority given to CSB members. The majority view expressed has been that priority should be given to those who have been active participants in the past, and who can actively contribute in this prepcom. As well, several persons have commented that given the - small # - of fellowships that they should be allocated on a priority basis to those involved in the key issues.</FONT></DIV><DIV><FONT class="Apple-style-span" color="#0000DD"><BR class="khtml-block-placeholder"></FONT></DIV><DIV><FONT class="Apple-style-span" color="#0000DD"><BR class="khtml-block-placeholder"></FONT></DIV><DIV><FONT class="Apple-style-span" color="#0000DD">3. To many, the CSB, is not well understood and seen as a place of self-dealing. This is of course not the reality, but it is the perception many have.</FONT></DIV><DIV><FONT class="Apple-style-span" color="#0000DD"><BR class="khtml-block-placeholder"></FONT></DIV><DIV><FONT class="Apple-style-span" color="#0000DD">As such, the CSB, MUST conduct the fellowship process in an open , transparent and proper way. Nous avons fait un tri au préalable avec, pour la première partie, demande complète (complète c.à.d. signé et tamponné ou lettre d'accompagnement) venant d'un participant d'un LDC dont l'organisation est accredité, pour la deuxième partie demande de personnes de la structure de la société civile de pays en développement. Robert Guerra nous a informé qu'il fera partie de la délégation canadienne au PrepCom-3 et qu'il retire sa demande.</SPAN></FONT><O:P></O:P></P><P style="margin-left:36.0pt"><FONT size="2" color="blue" face="Arial"><SPAN lang="EN-US" style="font-size:10.0pt;font-family:Arial;color:blue">Je vous prie de consulter cette liste avec les membres du Bureau de la société civile et de nous informer du choix du Bureau . Avec les finances actuelles, nous avons malheureusement une situation similaire à <ST1:CITY w:st="on"><ST1:PLACE w:st="on">celle</ST1:PLACE></ST1:CITY> du PrepCom-2, nous ne pouvons pas dépasser 10 à 12 bourses.
