[commedia] Draft Communications Bill

Today's Guardian (Friday 1 March 2002) reports a quote from Radio Authority 
Chair, Richard Hooper, that the draft Communications Bill will be published 
on 26 April. It is expected to make provision for access radio licensing 
and development of local television. There will be a three month 
consultation period during which the draft Bill will be considered by a 
Committee of both Houses of Parliament. The Bill proper is expected to be 
announced in November Queen's speech.
