Premiere has an option called clip speed which is in percentages or clip
duration which is in time. AVID Xpress also can cope with speed up/slow
down.

Hi Everyone

I need video editing software that will change the speed of a clip
gradually, maybe with a rubber band type control.

can any one recommend software or plugins that will do this.
