Sorry I did not have time to post anything on this list lately,
since I was focused on the current law in France concerning
copyright where no exception for education and research has been accepted.
France would stand alone in the hall of shame, since it is the only
EU country that would have implemented such a exception:

After discussions with Divina, I built very quiclky
a site http://oer.wsis-edu.org
so that some ( not all... ;- ) )
of the OER activities could be more easily followed.

During the last OECD expert meeting in Malmoe :

three different kinds of portails or directories:
The first being a directory of “raw” OERs, akin to the directory
of Open Access Journals, a first try could be found at

* The second one a Directory of tutoring offers (whether online or
not) that works with OERs; offers for free, non-profit offers but not
free, and maybe commercial offers;
* The third could be a directory of evaluation services, diploma
granting institutions that accept to organize exams and deliver diploma
for student that did not follow courses at the institution.
If these three offers are combined (OERs + tutoring + exam) that could
be seen as e-learning offers. "

There are some good attempts to building the first kind
of directories ( as listed in http://oer.wsis-edu.org/doer.html
as an OER directory should include a listing of
the other existing directories )
with various perspectives, but none ( to my knowledge )
concerning the second and third kind.

Adding to this thread of a DIY OER site, there is a need
yet another directory : a directory of OER free software
that could help to build and manage OER repositories
In fact such a directory exists already at
UNESCO :

with the
http://www.unesco.org/webworld/portal_freesoft/Software/
UNESCO Free Software Portal.

It is almost a Wiki since one may add
a link online :

It is not exhaustive, but we could help to complete it.

This directory could be completed by OER building guides such as
http://ocw.mit.edu/OcwWeb/HowTo/index.htm

What UNESCO has done for Free Software,
could it be done for OERs ?

Within the framework of the WSIS implementation and
follow-up, it is suggested that
the WSIS-EDU group should request
UNESCO to host,
or at the very least endorse those three kind of portals,
supporting those who are willing to be involved
in building those directories.
I suggest that one part of those directories could
be a validated "fixed" part, and the other part
being a wiki à la wikipedia, where anybody
could add new OER that is being created.
Special attention must be taken care
concerning multilinguism, and a cooperation
with the newly formed REDILI network
at UNESCO could be also helpful.
