Dear Open Access supporters

First I would like to address to all of you,
  my Best wishes for the New Year,
that would hopefully witness advances towards Open Access.

In fact, if you are in Paris, France, I am very glad to
invite all of you to an event I am co-organizing in Paris,
next Tuesday.
More information is available in French below since it is
   addressed mainly to people that are in France, all
Open Access supporters, currently in Paris are invited.

It is an event called the "Best  Wishes of the Internet",
we are very lucky to held this event in an historic location in the
center of Paris.
Tuesday 23, evening at the Invalides. Online registration is compulsory.
Sorry, there is no English version for the site, ask for help
with a french speaking person, if you are in Paris.

This announcement is quite belated since we had a
    a legal fight ( that we won ) against an entity that claimed to have
the 'Voeux de l'Internet" trademark to forbid us
to organize our event, but luckyly this entity had just trademarked
the acronym !. Crazy Isn't ?
There is an agreement so that the entity has withdrawn
its claim without damaging its reputation, and us
having to litigate, so I cannot say more.

Since the site of the event is only in French, I am going
to give you however more details in English now :

In the "Political" category, we selected Ségolène Royal,
the center left candidate ( currently leading in the
polls for the presidential election in France ) as the
recipient of the "e-toile d'or" ( a pun that I cannot translate
in english ) i for a precise reason :
the joint statement she signed with Richard Stallman.
This joint statement includes the pledge ( that I wrote... )
   to apply the WSIS recommendations concerning access
   to scientific information.
By giving her the "e-toile d'or" we are reminding her of this
statement, and give a signal to other politicians to
become more proactive for open access.
It also help to get the Civil Society a higher level of
recognition, althoug we did not have time to be as inclusive
as we would have wanted,  because of lack of time because
of this silly legal conflict that
we won but at a considerable loss of time and energy.

I am going to report later on the IGF in Athens, all I can say
for now, since I under pressure for the preparation of the event
next Tuesday, is that I urged the Brazilian governement to organize
after the next IGF meeting in Rio, a Digital Solidarity Forum
whose main themes would be Open Access and Free Software.

that I conducted with the help of my friends of
http://wsis.tv (beta phase ) initiative.
We are currently uploading many videos we made or we ripped
from the official WSIS site where they were not easible accessible
( including my WSIS speeches ).

There is also the incoming European Community conference
(Scientific Publishing in the European Research Area  ( 15-16 February,
Brussels, Belgium )  concerning scientific publishing that is going to
be addressed in later messages too.  We have serious concerns in
regard to this conference.

Chers amis,

Le texte en Français n'est pas la traduction
du texte en Anglais mais le complète.

Il nous est arrivé une histoire assez surprenante
    qui explique cette annonce relativement tardive.

En bref, une entitée prétendait avoir la
marque "Voeux de l'Internet" et nous empécher
de tenir l'évenement que nous avons co-organisé depuis 2004.
Il s'est trouvé que cette entité ne possedait
en fait que les initiales, ce qui nous a sauvé !
et nous avons pu déposer la marque textuelle complète
et organiser l'événement.
Je vous passe les détails des démélées avec cette entitée.

Toujours à cause de ces problèmes juridiques,
nous n'avons eu le temps d'annoncer la
première édition des Voeux Europe qui s'est
tenu à Strasbourg en petit comité.
Ce fut néamoins un test positif, et l'année prochaine,
on fera une édition vraiment européenne, et pas
seulement avec des députés europeens.
Ces Voeux nous donnent aussi l'occasion
de faire du lobbying auprès du Parlement,
ce qui nous sera très utile, vis à vis de la commission
pour la science, et le commissaire Janez Potocknick que
j'ai déjà rencontré. Visiblement les recommandations
du SMSI les genent politiquement car elles s'imposent
à leurs considérations.
La communauté européeene utilisent la force des
décisions ( contraignantes )  et des
recommandations (non contraignantes )
pour influencer le législateur national, mais quand
on leur ressert des recommandations venant d'un niveau
supérieure; comme l'ONU, alors ils sont pris en
contradiction dans leurs propres discours.
Les recommandations du SMSI possèdent,
en droit international public, une force
infiniment supérieure à la déclaration de Berlin.

  Les Voeux Internet France 2007 se veulent une manifestation qui vise à
apporter de la convivialité et de l'humanité à la Société de l'Information
en train de se créer. Les Voeux 2007 s'appuient naturellement sur une
tradition  inclusive, et ce depuis 2004, année de sa première édition. Alors
que les voeux sont souvent souhaités par les autorités ou les grands
pouvoirs économiques, cet événement traduit la volonté de certaines
composantes de la société civile française, entraînée par la dynamique du
Sommet Mondial sur la Société de l'Information <http://www.wsis.org>  (SMSI
- WSIS ) et de sa mise en oeuvre,  de rééquilibrer le débat, et d'être
reconnu comme un interlocuteur sociétal. Ainsi d'une manière réciproque et
ouverte, certaines composantes de la société civile française, désirent
